Job Title: Head of Finance and Central Services

Description:
Fáilte Ireland is currently seeking to recruit a highly motivated and energetic executive to join its management team with specific responsibility for leading and supporting the Finance and Central Services Division. This is a high profile rewarding role, ideally suited to an individual with a successful track record in financial management and managing a nationally dispersed team.

Primary Objectives/Key Responsibilities

Finance:

Develop a financial reporting framework and produce financial reports and analysis that support the Failte Ireland Authority and Executive Committee in their policy and decision making roles.

Develop and implement financial policies and procedures that ensure compliance with relevant financial standards and public sector policy, and satisfy the reporting requirements of the Department of Transport, Tourism and Sport.

Lead the annual budgeting process ensuring that the allocation of available funds is consistent with corporate strategy and the terms of the Government vote.

Monitor and report on capital and revenue expenditure against budgets and forecasts.

Provide expert advice to the organisation in assessing return on investments and in identifying opportunities for cost savings.

Ensure that systems and procedures are in place so that the processing of all financial transactions, including payment of grants, is accurate, timely and efficient.


Procurement & Central Services:

Develop, monitor and manage the Procurement Function to ensure the organisation complies with public procurement policies and best practice, and that the procurement processes are efficient and effective in delivering value for money.

Manage the Central Services Function ensuring that the facilities of the organisation are properly maintained , are fit for purpose, and comply with Health & Safety legislation and that Office Support Services are provided to the appropriate standard and at competitive cost.

Manage the property portfolio of the organisation to ensure ongoing alignment with the needs of the organisation.


Risk Management:

Monitor the system for assessing the risks (operational, reputational and strategic) arising in the organisation and its business and working with the Management team develop methodologies for addressing, managing and controlling identified risks


Governance and Reporting:

Comply with all aspects of organisation policy and promote good governance within the Division Specifically:

Ensure that the annual report complies with accounting standards and public sector policies

Proactively monitor the Divisions work in the organisation to ensure continued alignment with corporate strategy.

Ensure that any project metrics and updates are available in an agreed format for the Management Advisory Committee (MAC) and senior management teams.

Resource Management:

Inspire, lead and support team members to perform to the best of their ability individually and collectively within teams to meet predetermined objectives. Specifically:

Develop accurate manpower plans to ensure that all projects within the Finance and Central Services Division are resourced with the appropriate skills and headcount

Monitor the deployment of resources to ensure optimal outcomes for the Division

Communicate the strategic direction of Fáilte Ireland to the Division

Conduct team meetings to ensure regular two-way communication

Conduct Performance Reviews in line with Fáilte Ireland policy

Identify shortfalls and proactively develop the skills of the team to maximise their potential

Coach and mentor the Finance and Central Services teams in managing their Key Projects and in engaging proactively with the stakeholders

Proactively develop collaborative working across the project teams

Carry out all other duties as required


* The successful candidate will commence on the 1st point of the salary scale in line with current Government policy.

Required Skills: Person Specification

Qualifications:

A professional qualification in Accountancy is required (ACCA/CIMA/CPA)

Experience:

The successful candidate will have an in-depth knowledge of best practice in finance policy & procedures, government codes of practice, taxation legislation, procurement and central services.

He/she should be comfortable communicating complex financial information to senior management. He/she should have experience working with financial management systems. Candidates should have a strong operational knowledge of public sector regulations including procurement processes.

He/she will have a minimum of five years experience in a senior financial management role. Candidates must have and a minimum of three years experience in a leadership role. The job holder will be experienced in leading, managing and developing a team of experienced finance professionals.

Key Technical Skills:

Operational skills across the full spectrum of finance policy and procedures and best practice

Fully up to date (CPD) with legislation and regulations with regard to accounting principles (GAAP) and financial reporting standards (FRS)

Experienced in preparing and managing budgets.

Solution orientated with strong analytical and problem solving skills

Excellent interpersonal skills including the ability to relate well to people on all levels and to encourage and motivate staff

Highly developed oral and written skills
